Open Enrollment for Dental and PayFlex Accounts

Dear COBA Members,

The annual Open Enrollment period for Dental Insurance and Flexible Spending Accounts (FSA) has begun and will go through November 7, 2025.

This is your opportunity to review your current coverage and make any changes or new elections that will take effect on January 1, 2026.

As your Union, we want to ensure that all eligible members have the information and support needed to make informed benefit choices for the upcoming year. Please take a few minutes to review the following key points from the County’s notice:

Dental Insurance Option Changes

You may change your dental plan option between the Reimbursement/PPO and Comprehensive (Managed Care) plans during this period.

A new dental application form must be completed and submitted to our department’s HR before the November 7, 2025.

Forms are available through our HR department.

**Important:** If switching from the Comprehensive plan to the Reimbursement plan, confirm with UHC/Healthplex that your change has been processed before receiving treatment from a new dentist.

Buy-Up Plan Option

Active employees enrolled in the PPO plan can enhance their coverage by enrolling in the Buy-Up Plan during open enrollment only.

Cost: $37.25 per month (payroll deduction)- This additional coverage must be kept for the full year.

Details can be found on page 10 of the attached County dental brochure.

Note: If your coverage lapses for any reason (such as non-payment), you must wait until the next open enrollment to re-enroll.

Flexible Spending Account (FSA) Options

The FSA program, administered by Inspira Financial, allows you to use pre-tax dollars to pay for out-of-pocket health care and dependent care expenses.

Minimum annual contribution: $500 total (combined Health Care + Dependent Care)

2025 contribution limits were:

·        Health Care FSA: $3,200

·        Dependent Care FSA: $5,000 (joint filers) / $2,500 (separate filers)

2026 limits will be announced by the IRS; members may elect “MAX” on the form to automatically adjust to the maximum when finalized.

Unused 2026 funds can be spent through March 15, 2027, with claims due by March 31, 2027.

**Any unused 2025 funds after March 15, 2026, will be forfeited.**

Please return your completed FSA enrollment form to HR by

November 7, 2025.

If enrolling in an FSA for the first time, note “First Year Enrollment” at the top of your form to expedite processing.
