Dear COBA Members;
For two weeks in both April 2005 and December 2009, COBA Members had their pay lagged by the County of Nassau. For COBA Members who worked and/or were on payroll during this time period, the County is required to pay the COBA Member at retirement/separation. This payment at retirement and/or separation could possibly affect your retirement date, because although you did work during the lagged pay period, you were not paid on time. Therefore, your salary/service credit was not reported correctly to the New York State Retirement System which in turn could possibly affect your retirement date and could even affect certain other pension issues including the Partial Lump Sum Pension Option.
Since the only way to report service credit to the NYS Retirement System is to actually be paid, the Union in conjunction with the Nassau County Comptroller's Office has created a letter that could be submitted to the retirement system to assist when you go for your pension calculations to verify and plug in any voids due to the Lag Payroll.
If you have any questions or would like to request a Lag Payroll letter feel free to give me a call and I will send the request directly to the Comptroller's Office on your behalf. I would also like to thank the Nassau County Comptroller's Office for their assistance with what we believe is the best available solution to fix the Lag Payroll issue when it pertains to service credit at retirement for COBA Members.
