Dear COBA Members;

Please see below a memo prepared by the President's of the Downstate Correction Coalition in which we urge the State to delay the implementation of HALT Legislation that would effectively remove Administrative Segregation from Correctional Facilities in New York State beginning this coming April.

The reasons for the requested delay are outlined in the memo. Please familiarize yourself with this all important issue and be aware of how the Correction Union's are dealing with it.

We will keep you informed on any and all movement on this issue from the Governor.
