Member Update on Camera Policy

July 21, 2025

Dear COBA Member,

As many of you have already seen, Commissioners Order #04-25 regarding Live Video Camera Access was recently issued. Your COBA Executive Board has been working tirelessly with the County and Administration to gain this implementation for our members. COBA’s goal was to create a working environment without the fear of “big brother” always watching over your shoulder and “fishing” in order to harass and nitpick our members without official discipline.

Listed below is simple explanation on what the Administration has agreed to in regards to this issue, which effects every COBA member.

Concerning “Live Video Access” the following has been implemented:

  1. Each Housing Area will have live access to their specific Housing Area.
  2. Each Bubble and Lobby will have live access to their areas and adjoining stairwells.
  3. Each Control Desks will have live access to the perimeters, main corridors, recreation yards in their complex and all areas in their complex that congregative services are conducted.
  4. The Visiting Unit will have live access and playback to all cameras within the Visiting Area.
  5. ONLY the Sheriff and the Commissioner of Corrections will have Live Access and the ability to playback archived footage. No other Units, Rank or Employees shall have access to any Live Viewing outside of the above mentioned or Playback features.
  6. All requests for footage must be sent via the chain of command, to the Sheriff or Commissioner for their approval.
  7. Tour Commanders may directly request from Computer Operations the video footage needed for Use of Force investigations.

As a reminder to all COBA members - all video cameras will still be recording and that footage will be stored and archived.

In the event of any allegations of misconduct or investigations, that footage can and will be viewed.

If any member has any questions in regards to this, please feel free to contact an Executive Board member.
